Thesis Abstract or Dissertation Abstract (Summary):
European Union is involved in resolving the Palestinian-Israeli conflict. There is a longstanding, broad involvement by the EU institutions and national governments. The conflict is a frequent issue on the agenda of the European council, which brings together the heads of states and governments of all member states. It is always an item on the agenda of foreign ministers. Many analysts argue that the European Union and the United States of America share common vital interest in the Middle East: combating terrorism; halting proliferation of weapons of mass destruction (WMD); promoting Middle East peace and stability; Ensuring reliable flow of oil. These experts asserts that the goals of U.S and European Union policies towards these various challenges are not that far apart, while U.S. tries to impose democratic reforms on certain Regimes and start Pre-emptive wars on so called terrorism, the European Union see that resolving the Palestinian-Israeli conflict is the key source for stability, besides that the European Union ambition to play a bigger role on the world stage.
The researcher has adopted Content Analysis approach to tackle the study subject. Applying content analysis in this thesis is because of the study's nature itself, the European Union with its great dispersion of activity through multiple authorities at different levels, in different centers with different forms of governing. The researcher applies this method on this thesis through analyzing the events and issues on certain basis whereas by analyzing the European Union Foreign policy towards peace process in the Middle East area in addition analyzing strategic goals of its policy among the conflict through analyzing the documents, agreements, declarations and statements of officials, member states and institutions besides the historical role in resolving the Palestinian-Israeli conflict.
The Hypothesis of the Thesis is "Given that the European Union is a major player in resolving the Palestinian-Israeli conflict, the role of the EU resolving the Palestinian-Israeli conflict has limitations because of the bilateral relation with the United States of America and its influence on EU and on the peace process itself".
The Major results of the Thesis is that Europe's interest in playing a more active role in Arab-Israeli negotiations meets with overwhelming Arab and Iranian support. Arab quarters see Europe as a counterbalance to Washington's "tilt" toward Israel, hoping perhaps that Europe will fill the Soviet Union's old role in this respect. Israel remains the major economic partner of the European Union where the second is not willing to lose such partner by opposing sanctions; The EU's policy is to use many carrots with fewer sticks.
The European Union is a block under construction, one of the problems which effects its efforts towards the peace process is the rotating presidency, the twenty five members of the union not necessarily discusses these efforts from the same political aspect; beside the future plans of the presidency as hiring a president to lead the Union instead of the present form of presidency.
