Thesis Abstract / Summary:

Environmental impacts from building engineering services have been the subject of research for many years. However, one aspect largely ignored locally is that of light pollution from badly-designed outdoor lighting schemes. This is an environmental nuisance and generates glare, energy waste, an increased financial cost, sky glow and a degradation of the nighttime environment. On the other hand external lighting, if well designed, greatly enhances the nighttime environment, adding a further dimension to architecture and extending the uses of an area or activity well into the evening, contributing to safety and security. In many countries in the EU and around the world, outdoor lighting has thus become an important aspect of both planning and design and the subject of numerous legislations. Locally we are lacking in this respect and this study shall hopefully help pave the way for introduction of such regulations. This dissertation emphasises the issues and examines approaches to find balanced solutions, which ensure that society continues to enjoy the benefits, while at the same time eliminating the harmful and negative aspects of poorly designed, installed and maintained lighting. The first parts of the dissertation define the existing problems. It then goes on to analyse the results obtained from site investigations in case studies related directly to the Maltese scenario. These are then used as the basis of a set of proposed exterior lighting regulations.
