This study focuses on the factors affecting the implementation of Barangay ordinances in Odiongan, Romblon. Specifically, it seeks to assess the demographic profile of Barangay Officials; educational background, occupation before selected and their present other sources of income, length in service as Barangay Officials and other related experience. It also assesses the level of Awareness of Barangay Officials in relation with their duties and responsibilities, Ordinances promulgated and implemented for the last five (5) years and problems and causes that had been experienced in relation with the implementation of ordinances.
A triangulation method of research was employed using the questionnaire to gather pertinent information which was corroborated with information gathered from guided informal interview with appointed Barangay Secretary and Treasurer. Cut across of these data, the journal of researchers were used to validate the veracity and genuineness of information gathered from two sources.
The respondents of this study were composed of fifty-six (56) Barangay Elected Officials and seven (7) appointed Barangay Secretary and Treasurer of selected Barangay in Odiongan, Romblon.
Findings showed that majority of the respondents are male ,aged 56 and above, married; college level, ;Their primary occupation prior to be elected were farming and self-employed of which most of them continued even after election as additional sources of income.
It was also found the majority are in their first term of office. On the awareness of their duties and responsibilities, most of the respondents showed have the same level of awareness pertain to health and social services, garbage collection, administration of barangay court for mediation and maintenance of peace and order. However, they are not fully aware on taxation and authority to receive contribution from private and the Barangay Secretary and Treasurer have no idea about it. On the trainings attended to improve performance of duties and responsibilities the Barangay Liwayway affirmed that they had no training attended while the barangay Amatong had no idea whether their officials had attended any training, the rest of the respondents affirmed participation in different training; in the interview with seven Barangay Secretaries and Treasurers, showed that only by Brgy. Liwanag expressed the following problems, such as: lack of funds, complaints regarding penalties imposed by Barangay and lack of participation among constituents. The rest of the respondents were awkward to share their problems instead declared that they do not have problem encountered.
Based on the result of the study, researchers recommended the following: elected officials should attend more training, especially on enhancing their knowledge in performing their duties and responsibilities; have a higher educational attainment to be effective and functional leaders; more training on formulation of Barangay Ordinance, facilitation of meeting, good leadership and Barangay level administrative management. Participation workshop values on client-centered performance and management to improve their dealing with constituents and guests.
